Ambassador Recruitment for Raising Awareness of Developmental Language Disorder (RADLD)

RADLD is coordinated by a volunteer International Committee with professional training as speech-language therapist/pathologist (SLT/SLP) in the United States, Canada, Australia, United Kingdom, and Hong Kong-China. Our vision is a world where people with Developmental Language Disorder (DLD) are supported to pursue their goals and aspirations, which we achieve by partnering with the community to foster a substantial increase in international awareness of DLD.

We also organize activities for the DLD Awareness Day, which will be celebrated this year on Friday 15 October. We would like to ask your association to consider organizing activities to help people in your city or country learn about DLD and the individuals affected by it. At RADLD.org you will find a range of useful resources to help raise awareness of DLD. You may also like to follow us on Facebook and Twitter. If you already have awareness raising activities planned, we would be excited to hear from you (hello@radld.org).

We also have an ambassador program through which we share resources and provide support to SLTs/SLPs, educators and families in their efforts to raise awareness of DLD. Network of University Clinical Educators (NUCE) (Speech-Language Pathology)

Clinical educators in the four speech-language therapy training programs got together and formed an interest group in July 2019. The group, the Network of University Clinical Educators (NUCE) (Speech-Language Pathology), aims to pursue the following goals

 

·      To promote best practice on clinical education,

·      To collaborate in research on clinical education,

·      To share resources on clinical supervision and training,

·      To exchange views on clinical education curriculum planning and on assessment of students’ clinical competence,

·      To promote clinical supervision and training as professional development and a contribution to the professional community.

 

A second meeting of the group was held online on July 14, 2020. Attendees included Dr. Thomas Law (CUHK), Dr. Kathy Lee (CUHK), Dr. Dustin Lau (PolyU), Dr. Janet Ng (PolyU), Dr. Anita Wong (HKU), Ms. Carmela Tin (HKU), Dr. Carol To (HKU), Dr. Carmen Ooi (EdU), and Dr. Anna Kam (EdU).

Updated Situation of Coronavirus Disease 2019 (COVID-19)
Further  to our letter on 15 May 2020, we would like to provide you an  update  on the local situation of coronavirus disease-19 (COVID-19) and remind  you  to adhere to stringent infection control measures when serving patients/ clients.

        As  of  1  June  2020, a new local cluster involving five cases was identified.   According  to  CHP’s  investigation, all of them did not have travel  history  outside  Hong  Kong  within  the incubation period.   This cluster,  together  with the earlier cluster involving three cases detected in mid-May, signifies that there are silent/ subclinial local transmissions going  on  the  community and the risk of major community outbreaks exists. In  addition,  some  infected persons may present with mild or non-specific symptoms only, especially during the early stage of disease.

        In  this  connection, we would like to remind healthcare workers to remain  vigilant  when  serving  your  patients/ clients.  If you encounter
patients/  clients  with  suspicious  symptoms,  please advise them to seek medical advice promptly for testing of COVID-19 as appropriate.  Healthcare workers  should  adhere  strictly  to  infection  control  measures at your hospital/  clinic  all the times.  Please refer to the guidelines published by the CHP for details –

Further  to  our  letter on 13 March 2020, we would like to provide you  an  update on the local situation of coronavirus disease-19 (COVID-19) and remind you to remain vigilant when serving patients/ clients.

As of 14 May 2020, the Centre for Health Protection (CHP) confirmed a   new   local   cluster   involving  three  cases.   According  to  CHP’s investigation, the index is a locally acquired case with no apparent source identified  or  linkage to any known cases. This case signifies that there is silent/ subclinical local transmission going on in the community and the risk of major community outbreaks exists.

The  spectrum  of clinical manifestations of COVID-19 is wide.  The symptoms  include  fever, malaise, dry cough and shortness of breath, nasal congestion,  headache, conjunctivitis, sore throat, diarrhea, loss of taste or  smell,  skin  rash  or discoloration of fingers or toes.  Some infected persons  may  remain  asymptomatic  or  present  with  mild or non-specific symptoms  only. If  you encounter patients/ clients with above mentioned symptoms,  please  advise  them  to  seek  medical  advice promptly. In addition,  healthcare  workers are reminded to adhere strictly to infection prevention and control measures at your hospital/ clinic.

Updated Situation of Coronavirus Disease 2019 (COVID-19)

Further to our letter on 3 March 2020, we would like to provide you an update on the development of coronavirus disease-19 (COVID-19).

        On 11 March 2020, the World Health Organization (WHO) declared the situation of COVID-19 as a pandemic because of the alarming levels of spread and severity of cases around the world.

        In Hong Kong, in view  of  the  health  risks  arising from the outbreaks  of  the  COVID-19  in  more  countries/  regions  overseas,  the Government has issued  the Red Outbound Travel Alert on the entire Italy, France (Bourgogne-Franche-Comte and Grand Est),   Germany   (North Rhine-Westphalia),  Spain  (La  Rioja,  Madrid  and  Pais  Vasco) and Japan (Hokkaido)  on  10  March  2020.  Health quarantine arrangements on inbound travellers  arriving  from  these  countries/  regions has been strengthened accordingly. Moreover, the Centre for Health Protection (CHP) has further extended the Enhanced Laboratory Surveillance Programme to cover all private clinics and hospitals.

        We  would like to remind healthcare workers to remain vigilant when serving  patients/clients  with  recent  travel  history outside Hong Kong, especially  with  history  of  travelling  countries/  regions  with active community  transmission  of  COVID-19. Please advise them to seek medical advice  promptly  if they have fever or respiratory symptoms, and to inform the  doctor of their recent travel history and any contact with a confirmed case of COVID-19. The list of places with active community transmission of COVID-19 is available on the CHP website (https://www.chp.gov.hk/files/ pdf/statistics_of_the_cases_ novel_coronavirus_infection_ en.pdf)  which will be updated daily. MEd(HPE)is an innovative collaboration between the Faculty of Medicine and Faculty of Education at the University of Hong Kong for educators in the health professions and health sciences disciplines who are looking to enhance clinical supervision, lead educational change and transform students’ lives. It will support innovation in educational design and delivery in light of the latest research on learning and teaching.

The  situation  of COVID-19 has been evolving rapidly.  In addition to  recent  sharp increases in the daily number of confirmed cases in Korea as reported in our previous letter, active community transmissions are also occurring  in  three regions of Italy (Lombardy, Veneto and Emilia Romagna) and Iran in the past week.

Updated Situation of Coronavirus Disease 2019 (COVID-19)


As of 23 Feb 2020 6pm, there were 74 confirmed cases of COVID-19 in Hong  Kong.   The  epidemiological  investigation  by the Centre for Health Protection  (CHP) revealed that while the initial cases recorded in January were  mostly  imported  or  imported  related  cases, the majority of cases (56/61,  91.8%)  reported since 1 February were local cases, possibly local cases,   and  their  close  contacts,  indicating  community  transmissions locally.
     
Since  19 February 2020, CHP has collaborated with HA to expand the surveillance  of  COVID-19  to  GOPCs and AEDs.  Suspected patients will be required  to  collect  samples of deep throat saliva if indicated.  As some cases  present  with  mild  symptoms and may have rapid deterioration after several  days  of  illness,  we  would like to remind healthcare workers to remain vigilant when encountering suspected patients in healthcare setting. Please  advise  them to seek medical advice in GOPCs or AEDs for management and  testing.   Healthcare  workers  are  advised  to  follow  the relevant infection prevention and control measures as listed in the attached letter.

As  of  13  Feb  2020  4:30pm,  there  were  51  confirmed cases of COVID-19.   The  epidemiological  investigation  by  the  Centre for Health 
Protection  (CHP) reviewed that some cases were local cases, possibly local cases, and their close contacts.  There is clear evidence of human-to-human transmission  of novel coronarirus.  Also, some of the cases presented with mild   symptoms   only   without  obvious  fever.   Some  cases  had  rapid deterioration  after several days of illness.  In this connection, we would like  to  alert healthcare workers to remain vigilant when serving patients in  healthcare  setting.  Healthcare  workers  are  advised  to follow the relevant  infection  prevention  and  control  measures  as  listed  in the attached letter.

The Hong Kong Test of Preschool Oral Language (Cantonese) (TOPOL)


The Hong Kong Test of Preschool Oral Language (Cantonese) (TOPOL)

The Hong Kong Test of Preschool Oral Language (Cantonese) (TOPOL) was published and launched in 2019 by the Child Assessment Service (CAS), Department of Health. The TOPOL is a comprehensive, standardized, norm-referenced, spoken language assessment tool developed for the assessment of Hong Kong’s Cantonese-Chinese speaking preschool children between the ages of 2 years 6 months and 5 years 11 months. 

The TOPOL is designed for use by qualified speech therapists. The administration time is around 45 to 60 minutes.

The TOPOL is available for purchase by eligible users at HK$5440 per set.

The HKAST Annual General Meeting 2018 will be held on 21st September, 2018 (Friday) at Shanghai Room, Cordis Hong Kong, 555 Shanghai St., Mongkok from 6:30 to 10:00 pm. 

The AGM is open to all full members. Members must apply or renew HKAST membership 2018- 2019 through our online Membership Portal System in order to attend the AGM. Only Full Members who have paid the 2018/19 subscription fee shall be entitled to nominate, or be nominated for the Board of Committee election; and/ or to vote in the AGM or submit a proxy. Hong Kong Cantonese Oral Language Assessment Scale (HKCOLAS) & Hong Kong Cantonese Articulation Test (HKCAT)

We received an update from the Department of Health Child Assessment Service (CAS) that both tests have been refined and reproduced, which will be sold to eligible speech therapists.

The HKCOLAS and HKCAT are sold at HKD 935 and HKD 220 per set respectively. 

Only registered users have the rights to procure and use these tools.

Updates on Professional Indemnity Insurance

Members who have purchased the Professional Indemnity Insurance Package would receive a certificate issued by Charterlloyd Insurance Brokers Ltd in 6-8 weeks upon receipt of application.

Application for the captioned insurance package is still open. Members could purchase the insurance before March 31, 2018 (received by Charterlloyd), with coverage effecting on the same commencement date (i.e. March 1, 2018) subject to no known claims within March.

Members could also purchase the insurance at any later time. The insurance will be effective from the day Charterlloyd receive the application. However, the indemnity cover will end on 28 February, 2019 regardless of the starting date.

We understand that some members whose membership expired on 31st August 2017 were not able to renew membership before our membership renewal deadline (31st October 2017) due to the previous technical problems. Therefore, refund of rejoining fee ($200) will be granted if you fulfil the following conditions:
1. You are our member in the year of 16-17 (i.e. your membership expiry date is 31st August, 2017 BEFORE your payment of membership fee this year)
2. You payed the membership fee of the year 17-18 AND rejoining fee before 15th December 2017.

有鑑於最近公眾及會員對坊間言語治療師資格的諮詢, 香港言語治療師協會現作出以下聲明:

聲明

本會一直關注本港言語治療師水平,任何人欲取得言語治療師資格, 必須修畢本地或海外大學相關學位,並需完成足夠的臨床實習。

據本會了解,現時市場上的言語發展導師、 言語行為及情緒治療師等,並不是言語治療師。 公眾選擇言語治療服務時應留意治療師是否有其專業資格, 有關資料可參考本會網站(www.speechtherapy. org.hk),或以電郵(hkast@ speechtherapy.org.hk)查詢。

此外,現時香港的言語治療師尚沒有註冊制度。猶幸在二零一七年, 政府未為有註冊制度專職醫療專業推行「 認可醫療專業註冊先導計劃」, 並先就言語治療師根據認證標準進行有關認證程序。經過多月努力, 本會的認證註冊委員會已配合政府及認證機構完成所有的評審程序, 現正等候政府公布評審結果。 我們期望於二零一八年能推行言語治療師認可註冊制度, 以保衛公眾利益及提升言語治療師的專業水平。

保障市民健康和維持公眾對專業醫護人員的信任是言語治療師協會和政府的共同目標。對於政 府積極推行的「認可醫療專業註冊計劃」,為言語治療師進行認證程序,並以此為基礎,加緊 着手引入法定註冊制度,言語治療師協會對此表示歡迎。

有關康復服務

施政報告中提到政府將繼續增加學前兒童服務。言語治療師協會對此表達歡迎。需求殷切的學 前兒童服務,因着政府近年的不同措施,例如:「關愛基金」和「學津服務」,輪候情況已略 為改善;對於政府能急市民所急,繼續增加學前兒童服務,言語治療師協會表示支持。 另外,政府計劃為中度弱智人士宿舍、嚴重弱智人士宿舍、嚴重肢體傷殘兼弱智人士宿舍及嚴 重殘疾人士護理院提供言語治療服務,本會對此感到高興。

有關安老服務

我們樂見政府以新思維、新角度去處理人口高齡化帶來的挑戰。施政報告中提到政府將推行一 個為期四年的試驗計劃,成立以地區為本的醫療專業團隊為私營安老院舍和殘疾人士院舍提供 外展服務;但可惜團隊暫未見包含言語治療師。吞嚥障礙是長者常見的問題並可引致肺炎甚至 死亡。 研究證實,言語治療師提供的服務能協助長者安全進食,並減低長者因肺炎而重複入院 的機會。

首先,言語治療師協會建議政府在新推行的四年試驗計劃中,加入言語治療師的編制。

第二,長遠而言,在「安老院舍條例」的規定團隊當中,言語治療師協會建議政府着手研究在 編制中加入言語治療師。

Accredited Registers (AR) Scheme for Speech Therapists Consultation Forum

In 2015, the government suggested an Accredited Registers (AR) Scheme, for regulation of health professions that are currently not under the registration system. In June 2017, the government announces an official start of a pilot run of the AR Scheme. Speech Therapy was chosen to be the first profession to undergo accreditation (http://www.info.gov.hk/gia/ge neral/201706/19/P2017061900782 .htm). A professional council (tentatively named as Hong Kong Speech Therapists Council) will be established for accreditation of local speech therapists, regulating and maintaining the register. Before the establishment of the Council, important issues, including the governance, accreditation criteria, require adequate and careful consultation with our fellow speech therapists.

This consultation forum aims to introduce the AR scheme in detail, to review the AR framework, professional documents for speech therapists, and to modify their contents to accommodate for the speech therapy practice in Hong Kong.

A brief introduction of the AR scheme for speech therapists is drafted. Three professional documents of the council, including Ethical Framework, Code of Practice and Scope of Practice can be found HERE.

Speech therapists are encouraged to provide feedback and comment on these important issues and documents in the consultation forum. We strongly encourage you and your colleagues to attend the forum. Also, please help to disseminate information and documents on AR with your colleagues prior to the forum.

Speech Therapists who are not available to attend the forum are strongly encouraged to submit their comments to us using the Accredited Registers Scheme for Speech Therapists Comment Form and return to us via email (hkast@speechtherapy.org.hk) or fax (3007 2590) by 31st July 2017 (Mon). Another way to give feedback is to leave a message at the HKAST website: www.speechtherapy. org.hk.

Update on accredited registers (AR) for ST

The HKAST has been working on accredited registers (AR) for ST profession. The government has been guiding the association through the process of registration. A council for speech therapists will be newly formed for registration and disciplinary matters, whereas HKAST will continue to raise public awareness and organize continuing education for speech therapy profession.  The association has been preparing documents required for registration. The registration process is expected to commence in the last quarter of 2016. Please stay tuned and support the registration development of speech therapists!

The Cantonese AphasiaBank website is now available for interested clinicians, researchers, and students to access.

This aphasia database is established by Dr. Anthony Pak Hin Kong (Department of Communication Sciences and Disorders at the University of Central Florida) and Dr. Sam-Po Law (Division of Speech and Hearing Sciences at the University of Hong Kong) with support from a grant of the National Institute of Health (NIH) "Toward a multi-modal and multi-level analysis of Chinese aphasic discourse” (R01DC010398). It provides researchers and university educators access to behavioral data from Cantonese speakers with aphasia and healthy controls. This database represents years of linguistic, gestural, and prosodic data collection and analyses from healthy speakers of Cantonese Chinese as well as subjects with exhibited language deficits secondary to left hemisphere stroke.

The HKAST public consultation forum was successfully held on 15 June 2015. We have updated our attendees regarding the progress of Membership Eligibility Criteria (MEC) and Accredited Registers* (AR). We would like to express our gratitude to all of the attendees. Positive comments and encouragements from attendees regarding the two issues were received and will be reflected in the next Membership Eligibility Criteria meeting.

HKAST Public Consultation on Membership Eligibility Criteria

Dear Members,
 
HKAST has initiated a proposal on reviewing and establishing eligibility criteria of the HKAST full membership.  The criteria include a set of standards and procedures in evaluating programme-level application. 

The consultation document along with the Supplementary Document of Competency-based Occupational Standards for Speech Pathologists 2011 (CBOS 2011) has been produced to obtain your views and opinions on the proposal (please follow the link http://www.speechpathologyaustralia.org.au/library/Core_Assoc_Doc/CBOS_for_Speech_Pathologists_2011.pdf for the original document of CBOS 2011). The consultation document states the reasons for reviewing and establishing the membership eligibility criteria and sets out the criteria for assessing institutional based applications. The procedures of the assessment have also been proposed in the document.

You are cordially invited to attend the public consultation and/ or fill in the comment form to voice out your opinions.

The Hong Kong Association of Speech Therapists is proud to have invited Janice Greenberg, a speech-language pathologist and Director of Early Childhood Education Services at The Hanen Centre, to bring us a seminar on Learning Language and Loving It™, an approach from The Hanen Centre in Toronto, Canada that promotes language development during the natural everyday activities, routines and play that occur in early childhood education settings.

Bad Weather Arrangements

Should typhoon signal 8 is hoisted after 2:30pm on the 16th September, the event will be POSTPONED to a later date. 

Arrangements for rainstorm signals will be issued through email after 3pm on the 16th Sept, if required. 

We will notify you once the seminar is re-scheduled. Full refund is also available if you are unavailable to attend the re-scheduled seminar.

The nomination period of 2014-15 Board of Committee is between 25th August 2014 and 1st September 2014. The completed nomination form as attached should reach GPO Box 372, Central, Hong Kong (Attention: Election Officer, Election of 2014-15 Board of Committee) by 1st September 2014 (according to the postal chop). In order to allow members to have better understanding towards candidates, each candidate is entitled to have his/ her election material (an introductory message, photograph, and individual insights, on A4-size paper) posted, or sent by email, once through the HKAST after the nomination deadline, yet the postage should be paid by the candidates.

We need your support and participation at the AGM to make this a successful meeting. Please also encourage your colleagues to join us as the meeting is open to all speech therapists. Please fill in the reply slip attached and return it to us by fax to 3007 2590 before 22nd September 2014.

We regret to inform you that the Speech Therapy Expert Seminar Series titled "Enhancing language and communication in secondary school students with SLI and the school-based support in ordinary secondary school” will be cancelled on the 11th February 2014 (Tuesday) due to speaker illness.
 
The seminar will be re-arranged and we will notify you with the most updated information shortly.
 
No action is required should you like HKAST to keep your payment and your registration active for the re-arranged seminar. However, participants seeking immediate refund to this seminar can email us on hkast@speechtherapy.org.hk and his/her registration will be cancelled. Please note that re-registration is required for the re-arranged seminar once registration has been cancelled and HKAST will not provide registration priority at the re-registration process.

HKAST membership portal is now available for the first batch of users! You can now renew your personal information and review your membership status in a more effective and efficient way. Your clinical practice information will be updated via this new interface and can be searched on the new search engine starting from 15 December, 2013.

2013-2014 Membership Renewal Form & Procedure

Thank you for your support and participation in the year 2012-2013.   

This is a warm reminder for your membership renewal process. According to the HKAST constitutions, the renewal of your 2013-2014 HKAST membership starts on the 1 August, 2013. Members should renew their membership and pay membership fees on or before 31 October 2013, otherwise your membership would be lapsed. A re-joining fee of $200 is required if you would like to re-join us after the deadline. 

This year, HKAST will launch a membership portal for all members. The membership portal aims to provide you with a more effective and efficient way to renew your personal information, review your membership status, and most importantly, to apply for continuing professional development events online. 
Our membership portal will be launched progressively from late September 2013. We will combine our membership renewal process with the launch of portal.
